Many articles have been written highlighting the status of state and local government pensions. Primarily, these writings pointed to the underfunded status of many of these plans and the required returns to meet future obligations. In an article in the opinion section of the WSJ, titled The Public Pension Funding Trap, a number of investment consultants and asset managers were surveyed and asked about their expectation of returns for a 70% stock, 30% bond portfolio 10yrs out, the average response was 5.9%.
